  1. In a large stockpot, add beef, onion and garlic. Cook 8-10 minutes or until cooked through, crumbling meat throughout.
  2. Add celery, carrots, tomato paste, Italian seasoning and basil. Mix well. Cover and cook 3-4 minutes.
  3. Add broth and milk. Bring to a boil. Reduce heat to medium-low and add pasta. Cook 15-20 minutes or until pasta is cooked, stirring occasionally.
  4. Remove from heat and stir in 3/4 cup parmesan cheese. Serve topped with remaining parmesan.
