- In a large skillet, heat oil over medium high. Add beef and pepper. Sear each side 2-3 minutes. Transfer to slow cooker.
- In the same skillet, add vinegar and bring to a simmer. Add broth, tomato paste, soy sauce and stir to combine. Slowly whisk in the flour and stir until sauce thickens slightly. Remove from heat and set aside.
- Add potatoes, carrots, mushrooms, garlic, thyme, and sauce to slow cooker. Stir and cook on LOW 8 hours or on HIGH 6 hours, or until beef is tender.
- Top with parsley and serve.
