  1. In a large skillet, heat oil over medium high. Add beef and pepper. Sear each side 2-3 minutes. Transfer to slow cooker.
  2. In the same skillet, add vinegar and bring to a simmer. Add broth, tomato paste, soy sauce and stir to combine. Slowly whisk in the flour and stir until sauce thickens slightly. Remove from heat and set aside.
  3. Add potatoes, carrots, mushrooms, garlic, thyme, and sauce to slow cooker. Stir and cook on LOW 8 hours or on HIGH 6 hours, or until beef is tender.
  4. Top with parsley and serve.
