  1. In a large skillet, heat oil over medium high. Add beef & pepper. Sear each side 2-3 minutes. Transfer to slow cooker.
  2. In the same skillet, add vinegar & bring to a simmer. Add broth, tomato paste, soy sauce & stir to combine. Slowly whisk in the flour & stir until sauce thickens slightly. Remove from heat & set aside.
  3. Add potatoes, carrots, mushrooms, garlic, thyme, & sauce to slow cooker. Stir & cook on LOW 8 hours or on HIGH 6 hours, or until beef is tender.
  4. Top with parsley & serve.
